Dr. Sharique Hassan Manazir

Dr. Sharique Hassan Manazir is a distinguished scholar in Policy Science whose research spans public policy formulation, analysis, and evaluation, digital democracy, governance regulation, and exclusion studies. He is internationally recognised for his original theoretical contributions, notably the Non-Linear Public Policy Framework and the Policy Panopticon concept, widely referenced in global policy analysis and evaluation.

He earned his PhD from the Centre for Studies in Science Policy, School of Social Sciences, Jawaharlal Nehru University, where his research examined the impact of digital e-participation platforms on inclusive policymaking. His work has been published in top-tier international journals, including those ranked not only in Q1 and Q2 but  in the top 1% of Scopus-indexed publications category worldwide in reputed journals by Springer Nature, Routledge, Oxford University, etc.

In the past he has been invited to present his work by leading institutions including the Centre for Policy Design and Governance at Syracuse University(New York), Humboldt Institute for Internet and Society (Berlin), ICTP Trieste (Italy), Lee Kuan Yew School of Public Policy (NUS Singapore), Jawaharlal Nehru University, Jamia Millia Islamia, and Dublin City University (in collaboration with the Digital Constitutionalism Network) to name a few. He regularly contributes to platforms like LSE South Asia, News18, Quint and ABP News, and is a member of the prestigious Science and Democracy Network at Harvard University.

Dr. Manazir’s course, Design Thinking for Citizen-Centric Public Policy, is delivered as part of the nationwide capacity-building program for civil servants via the iGOT platform, under the aegis of the Capacity Building Commission, Government of India. He also teaches Foundations of Public Policy and Technology, Society & Governance at Kautilya.

He is also an Area Editor for Data & Policy (Cambridge University Press). Formerly at the Indian School of Business, he led capacity-building programs for senior government officials and was a founding member of the Parliamentary Support Programme. He contributed to the rollout of the first cohort of the State Legislative Research Fellowship and Legislative Training Programme.
