Brief of the Report : This report analyzes the key challenges in Hyderabad’s public transportation system, focusing on poor multimodal integration, inadequate last-mile connectivity, and rising private vehicle use. Despite significant investments in metro rail, RTC buses, and MMTS suburban trains, public transport adoption remains low due to fragmented services, lack of fare integration, and weak institutional coordination.
To understand these issues, the study uses bibliometric and secondary research methods, along with insights from four expert interviews. It applies Kingdon’s Multiple Streams Framework and Hood’s NATO policy model to assess the current policy landscape and identify strategic intervention points.
The report highlights the urgent need to improve last-mile solutions, integrate fare systems across modes, and strengthen UMTA. It also explores the role of electric vehicles (EVs) in last-mile connectivity and decarbonizing public transport fleets.
Hyderabad serves as the case city due to its rapid growth and evolving urban mobility needs. The overarching aim is to elevate the overall public transport experience to the standard of the metro—seen by many as a benchmark of efficiency, reliability, and commuter comfort.
